A yes vote supports the notion that education ought to be supported at a high level effectiveness. Those schools which are not educating children should make necessary changes such as strengthening teaching performance through learning centers, vouchers and school choice.
A no vote suggests that poorly performing schools would be punished by a system in which funding would be exacerbated by a voucher system and lead to decreacing ability to help pupils learn.
