Yes means you want secure borders so that only those qualified by law may enter the country and that drug and human traffickers will not have freedom to attempt entry.
No vote means anyone crossing the border runs a reduced risk of detection and/or arrest as a violator of law. The larger the number of entrants means greater risk of entry by terrorist and serious criminals.
